Born and raised in Puerto Rico and having served as a Commissioner for the West Volusia Hospital Authority, in Florida, Dolores understands firsthand the challenges many face in accessing quality care.

Dolores’s career has been marked by her commitment to improving healthcare options. After witnessing the difficulties her own family encountered, including the caregiving challenges for her elderly mother, Dolores was inspired to make a difference. Her leadership in founding the first Spanish Caucus in Volusia County and her candidacy for Florida State Representative in 2020 were both driven by her dedication to healthcare reform. Although her bid for office was not successful, it deepened her resolve to impact healthcare through Essential Health Plans.
